It seems you are talking about wave height and not wave period which is the time between 2 wave crests.
Yes, you can have wave high waves with a light wind. This is because Waves is the total sea i.e. the sea generated by the local wind giving the “wind waves” plus the sea generated by remote winds giving the “swell”.

Yes, if you swipe a favorite to the left, you can pin this favorite to the top of the list, and so you change the order in the list.
