The Cartagena weather station 08434 should be in this town on the east coast of Spain.
But Windy shows it at sea, 95 NM more East. The reason is a wrong longitude in the database:
Instead of E 0°59’12 ‘’ the correct longitude is W 0°59’12’’.
BTW Great Dun Fell weather station is still in the wrong location

As @Gkikas-LGPZ mentioned, Windy does not create any forecast data but instead only visualises forecast and actual data received from various third party providers.
As explained by @Gkikas-LGPZ, there are areas showing rain and the color scale gives the amount of precipitation in these areas. To know the cloud cover in % you must use the weather picker.
But if you want to get the cloud cover scale, see Menu > Settings > Customize layers colors > Select overlay > Clouds
Note there is a mistake in this scale: you should read % instead of mm.
Personally I have modified this color scale to avoid the dark grey used for 30% cover and with more details.
If you want to use this setting, just let me know.
@stevecrye Hi, just applied latest update (storm from space splash screen) Hover -over with Note 9 pen still not bringing up details for Paragliding spots. Works from my Note 9 with Chrome and Firefox if I browse to Windy.com.
This has to be something in the api toolkit that has changed. It was working back in February.
You are comparing surface wind on airgram
with upper winds at 14,000 ft (particles).
The westerly wind 32Kts at Gonubie point is not at surface.
The height slider is adjusted much higher (altitude 4200m)
