@galfert my CWOP/MADIS station (F6528) is also showing an old location in Windy. I confirmed through CWOP, my station software and on the MADIS site that the location is correct. Is it possible that Windy could be pulling original or old location data?

I have not succeeded to see your video, but I guess what you described is similar to Kelvin-Helmholtz clouds.

What do you mean with ‘proper value’? Do you want to see the wind forecast at shown locations when you select the Wind map?
You just need to tick Forecasted weather in bottom right corner of your screen, or in menu of the mobile app.
