Click somewhere on the map, and click the arrow attached to the "picker".

When this picker is active, you can also click and hold it and move it around to fine tune your location. As you move the picker around, the value (in my case Wind) will also change based on the location of the white dot.
You can also click a city name to bring up the forecast panel for that place. (ex. Click Mansfield in your example)
The white circle with red arrow in it is a play button, click it and the timeline at the bottom will move forward, changing the visualized forecast information through time on the layer you are looking at.
