Hi @hjmknight, FastSpring has some issues with PayPal payments on which they are working.
Right now, I can recommend a different payment method or subscribe via Google Play/App Store. Once you have a Premium account, you can log into any device or platform and Premium features will be available to you.

@loraklemm Dear user, I found your monthly subscription via FastSpring for 2.99 USD active since 2020. Please note that we no longer offer monthly subscription. We now only offer 2 options for annual Windy Premium.
I assume you might have accidentally subscribed again via your phone to annual subscription and therefore you are getting charged twice.
Could you please check your Google Play or App Store subscriptions?
