We advertise that the subscription is for this amount, which costs you $1.7 a month. When you proceed with the payment, the payment gate states the whole amount, not $1.7.
In case you are not satisfied, you can cancel your subscription.
To cancel the subscription, you have to go to a platform you are originally subscribed to since we don’t have any control over these platforms:

The app you call Windy Pro has NOTHING TO DO with the one discussed in this forum.
Here we are talking about Windy.com with a red logo. The Windy with a Pro version has a blue logo.
What is exactly the ‘’Windy basic’’ you are talking about? Red or blue?
