I don’t get the same issue with the satellite view in this area.
Regarding the temperatures in the cloud layer, this refers to the brightness temperature of the cloud tops as measured by the satellite's sensors. It has nothing to do with the air temperature at ground level.
However, the figures you're presenting seem a bit odd.
