      Often wave height is 2-3 x bigger than swell height, quite confusing. Can anyone provide insights?

        Waves layer corresponds to what we call the sea state or total sea, which is the « addition » of Wind waves + Swell. So it’s absolutely normal that significant height of Waves (total sea) is more important than that of Swell.
