How add places?

How i can add places? Because if i click in "add place" in the map option the map is redirecting me here to the forum.

If you use the Save option, along the bottom to the left of Add Location, instead it allows you to give the location pointer a name and saves this.

I don't mean add favorites, i mean add places in the map (public places and contribute to improve the map).
