Weather Picker

App on phone allows us to move map under the weather picker. On the tab we can only move icon while the map is static? Is much simpler to slide the map on the phone. Is there a setting to change the tab?

No there no possibility to change it. It’s much easier to move the map with your thumb rather the weather picker because on a screen phone your finger hides the weather picker.
