Is there some tool who gives me the option to turn on the numeric and graphic scales when I will be using the site?

Do you mean how to turn on the Meteogram for a location ?
Click on a location and then on the amber arrow to get the Meteogram for this location. You can add the locations you want in your Favorites to find them easily.

The scales that a talked are that who serves for measuring and for give a notion about the distance in km or mi in a line segment.
