IFR reported when there's a scattered layer below 1000' and vis 3 mi or greater. Should be MVFR. Scattered layer is not a ceiling.

It seems that METAR conditions parser is taking (erroneously) SCT into account
instead of BKN (or OVC).
VFR, MVFR, IFR etc cliteria depend on visibility and CEILING.
Ceiling supposed for BKN/OVC clouds (not for SCT). -
.... SCT clouds, BLU+ (is not IFR)
