IFR vs MFR

The IFR box is displayed red. Why is TSP considered IFR and not MVFR?

Because, erroneously, takes into account SCT007.
Cloud base at 007 (700 ft) is not a cloud ceiling.
SCT do not cover more than half of the sky (more than 4 oktas).
