Is it possible to get weather historical data , wind, rain, temperature at sea level. Let say for every 4 hours of the day. I would like to use it to monitor seasonal weather pattern such as past hurricane or typhoon track world wide.

This is rather about climatology data, which is generally not available on sites like Windy, which only provide real time observations and weather forecast data.
You can obtain climatological data from specialized climatatological centers, e.g. NOAA's NCDC.

Windy does not provide historical data.
