Now the value range is too large to be meaningful.  I want to change the range to 0-30mph and change the color code accordingly. Is there a way to add wind values to the wind vectors?</p>

You cannot add wind values to the wind vectors, but it is possible to customize the wind layer colors.<br />
The solution is to choose a different color for each 5 mph range for instance. This is what has been done with the colors matching the Beaufort scale for the wind here:<br />

Note that colors are not smoothed, not blended, and knowing your color choices you can identify the wind speed ranges e.g. the areas with a ...10-15 mph, 15-20 mph, 20-25 mph...wind, each range corresponding to a colour.<br />
