How can I change the legend for wind values? Now the value range is too large to be meaningful. I want to change the range to 0-30mph and change the color code accordingly. Is there a way to add wind values to the wind vectors?

You cannot add wind values to the wind vectors, but it is possible to customize the wind layer colors.
The solution is to choose a different color for each 5 mph range for instance. This is what has been done with the colors matching the Beaufort scale for the wind here:

Note that colors are not smoothed, not blended, and knowing your color choices you can identify the wind speed ranges e.g. the areas with a ...10-15 mph, 15-20 mph, 20-25 mph...wind, each range corresponding to a colour.
