Cell tops are not available on the Windy Weather Radar layer.
As already said, for cell tops you must switch to Satellite INFRA+
Windy does not show a radar map with the additional information that you require.

Looking at Weather radar i wanted to be able to see tops of cells and movement speed and direction.

The wind particles are not available with the Radar layer, but you can show Reported wind which is the observed wind during the last hour. So it matches very well with the 1h hour radar loop.

You probably mean storm cells??
https://en.m.wikipedia.org/wiki/Storm_cell
Instead of repeating the same message, you better give more detail about what you want to now.
It is obvious that the Weather radar gives the movement of storm cell.
Then if you want to know the level of the top of the clouds cell, select INFRA+ on Satellite layer.
