      Flags around Isaias show winds ~30 mph lower than actual. Highest reading at 2:00 EDT 8/1 is 47 mph when actual is 75.

          Then the question is how dependable are the future forecasts for areas in or near the path of the storm?

            If you live near the path of a tropical storm or a hurricane, you must rely on NHC advisories.
            As explained by the link I provided, the global weather models (ECMWF and GFS) are not able to forecast precisely the sustained winds of these phenomenons. They are generally quite good at trajectories prediction but not so much at maximum wind forecast near the eye.
