Hi @roufnm, you can set alert for any location of your choice once you mark it as your favorite. Then in Menu > Favorites click on the bell icon and set your alert.

How to make sure that notifications come not when all the conditions are met, but when at least one?

No, I can't do that. Only if I'll make new places from wich it send notification.

Please note, the criteria operator is "AND" – which means that ALL the conditions must be met (not only some of them) in order for you to receive an email alert. (from FAQ)
But can I set up Alert for operator "IF" and how to do that?

As said in my post First choose these locations as Favorites by clicking on the map. To do that, use the weather picker to locate some points in your urban area, give them the names your want and save them as favorites. That’s all. -
If I choose any spot in my district I'll get to a point already created in this district. So, I should to choose spot outside this district.

For example I’ve succeed to create 3 spots for alerts in London. -
I meant a microdistrict of a large city.

What's the matter with a micro district. Choose the spots near but out of the district. A global model like that of ECMWF has a 9km resolution and between grid points values are interpolated, so you will not loose forecast precision if you select spots 5km apart.
