API request for wind and cloud forecasts

Can I retrieve wind and cloud data for each city of a region / continent by API request for the next 15 days (with a forecast for each day) ?

If yes, is it free ?

If yes, can I make API requests as often as I want during a day ?

In case it's not free what is the price for this service ?
