Wind speed?

Why am I seeing wind speeds of 14 mph in the middle of Hurricane Laura? 7 mph in Houston?

In the middle of a hurricane situation is always quieter so wind speed is lower than outside. If you look at the satellite images, you clearly see the eye of the hurricane like here :
