What happens?

Correct and keep in mind that below 0.5mm of rain (in 3h), you can even not really notice it

In the first diagram (3-hr) we see 0.2 mm of rain in the 3hr period ending at 5 a.m. Thus the light rain icon.

Those 0.2 mm of rain is a very small amount and maybe is 0.2=0.07+0.08+0.05 (in hourly time steps-second diagram).
As those hourly amounts are less than 0.1 mm they treated as zero.
