As Petra said, when looking at a map, the timeline shows your local time.

But when you select a location and display the meteogram, the timeline shows the local time of this location.

In Settings you can select Display all times in UTC .
You see all my screenshots showing 10:00 UTC (10:00z) with different local times.

In general, the application shows you your time zone.
Webcam imagery is reporting in real-time.
