Wind Speed Missing Values

Why the values of wind speed in airports weather stations can't be 1, 3, 6 or 10.......etc instead of 0, 2, 7 or 11 (in order). I know this rarely happens but it happened really, here is a good example:
The same weather report is here: link text but it includes the missing values, in this case the missing value is: Wind Speed = 6 Km/h.

@ahmed-a-as Hello, what do you mean exactly? Values are shown in 3 hours interval.

@korina I mean that the reported wind speed values shown at airports weather stations is not fully randomized (not fully accurate), for example: the wind speed value measured by the weather station is 11 Km/h in a certain hour, if the wind speed decreased by 1 Km/h then the shown value should be 10 Km/h, but this is not happening here at windy and the shown value still as is (11 Km/h).
You can see this clearly by comparing an airport weather station and a WMO weather station at the same airport for the same time period.
Note: You should take many samples as this is not happening frequently.

@ahmed-a-as Hello, stations should in general send values in 5 minutes interval, that means we show the latest values from the station. Differences might be caused by different upload intervals.

@korina Haven't you seen the link above? it reaches the same weather report in the screenshot but it includes the missing values, also, this airport gives only one weather observation each hour.

Meteo. observations at airports (METARs), report wind speed in knots.
When the wind speed (in knots) is changed in km/hr, we can observe
the "problem" you mention.
1 kt=1.852 km/h,
so 1 kt is rounded to 2 km/hr
2 kt = 3.7 = aprox. 4 km/hr
3 kt = 5.5 = aprox 6 km/hr
4 kt = 7.4 = aprox 7 km/hr etc
Because of this we cannot see 1 km/hr, 3km/hr, 5 km/hr
(but we see 4, 6, 7 ...). -
Well seen, so it's better to display Wind speed in knots !

@gkikas-lgpz Your explanation made sure that there is a problem in values conversation as the airports weather stations always show the value 7 Km/h instead of 6 Km/h, so the weather stations is not the problem.
