wind gust definition

I have a question about what is defined by "wind gust".
If say it is reported on a given time that the wind is 15km/hr and wind gust is shown as 20km/h, does that mean the the steady wind is 15km/hr but it goes up yo 20km/hr periodically? or does it mean that 15km/hr wind can peak up to 35km/hr?This is important to me since I fly ultralight aircraft.

Definition is the following :
Wind gusts: Wind gusts 10 meters above the surface in the last 3 hours. Actual wind at the ground is influenced by so many factors like mountains, cities and thermal effects. ECMWF model has a different method of Wind gusts computation, resulting in higher values than other models. -

In Windy, Wind is the averaged speed, observed generally over 10 minutes.
Wind gusts are the max wind speed. But the wind gusts speed are not supposed to be cumulated with the averaged wind.
In your example, Wind gusts are predicted reaching 20km/h, not 35km/h.
Sometime it is said ... if gusts exceed the average wind by x kt or y %...this is only to classify the gusts:
