I have no alert

Hello
i have saved some point for rain alert, there was rain and it show in app there is rain but i have no notification, i have some screen shot i for the condtion and for set

You have set several alerts. That means all your conditions must be met at same time to receive an alert. And by 20°N lat if you set 20cm of snow, you have no chance to receive notifications.
Setting several alerts means that wind conditions AND rain conditions AND snow conditions are met at same time !
