<ul>
<li>Wundergound provides some climatological mean values for nearest WMO station to a city; I guess they picked data from NOAA/CDO. E.g. <a href="https://www.wunderground.com/history/daily/sa/umluj/OEYN" rel="nofollow ugc"><em>here</em></a> for Umluj</li>
<li><a href="https://www.meteoblue.com/en/weather/archive/windrose/basel_switzerland_2661604" rel="nofollow ugc">MeteoBlue</a> provides such a paid product for wind</li>
<li><a href="https://www.ncdc.noaa.gov/cdo-web/search" rel="nofollow ugc"><em>NOAA/CDO</em></a> provides climatological reports for worldwide WMO stations</li>
<li>generally, each national Met Office should provide climatological data in the past (cannot get <a href="https://www.pme.gov.sa/" rel="nofollow ugc">https://www.pme.gov.sa/</a>, which seems to be out of service right now)</li>
