Ozone layer - good or bad?

A few of these things need more explanation. In particular "Ozone layer". Is more "ozone layer" good or bad?
It was my understanding that having an ozone layer was good. Yet on the map the areas on the east coast with "ozone layer" are the same areas with considerable pollution.
I think there needs to be some further information about this data.

It depends on the selected Ozone data layer (Ozone Layer or Surface Ozone).
For each of them, pretty complete answer is provided via famous "i" control: roughly, Ozone is good on upper atmosphere and bad on surface.
