Was Persian, then Roman, then Byzantine Empire, then Ottoman, then Serbian, then Bulgarian, then Yugoslavian, then independant, then Greek, etc...; how could poor cartographers cope with all this? (:oj)---
More seriously: Windy just displays open source data from OpenStretetMap as base map layer (weather doesn't care about political borders nor names). Anyway, you should be able to directly modify the original data of Windy base map layer on https://www.openstreetmap.org/.
