Why does windy show poorly in Latvia?

Weather forecast don’t come from Windy but from the weather model you use. First thing to do is to compare the different models available with Windy to understand which model is the best for your area -

Difficult to say why these radar maps seem different. First there are not at same scale which does make easy a comparison.
But from experience in other countries, Windy does not show very weak radar echoes. And generally these weak radar signals don’t correspond to real precipitation.
In addition, Radar images on Windy are smoothed which delete some details. -

It is necessary to reduce the priority of the Latvian radar. It doesn't work very well.

Sorry but for me it was not obvious which is radar from Latvia or from Estonia from your maps. In any case Windy make a composite image from different sources.
