if i subscribe to the windy premium service, can I enter it from windows, apple devices and android devices or do I need separate subscriptions for each device?

Yes, you can with all these devices, with Windows or Apple OS, with several browsers, with Android or Apple Windy apps.
You just need to log in with the same account.
