These two phenomena are not tornadoes but only wind whirls, and this happens frequently but in small ranges at small fields, streets, even at rooftops.

Nope, they are real tornaodes, issued from cumulonimbus, nothing to do with urban whirlwinds. A beautiful double Waterspout (the right term for "tornado over sea", reported as such in ICAO/WMO reports). More detailed video

@vsinceac The wind was not strong enough to name these two whirls as tornadoes, this naming is misleading.

There are several types of Tornadoes, as described by WMO here.
As far as they can whirl from Cumulonimbus cloud down to Earth (or rather vice-versa), wind is enough strong and they remain Tornadoes. None of them may happen on city streets/roofs without a big fat Cumulonimbus cloud upside...
