Add a weather station MEYC1

Hello, I have a request to add a weather station, MEYC1.

It's a NOAA station in Monterey. It doesn't appear to be a bouy. It's like FTPC1 in San Fransisco off Crissy Field (which is added). It gives good accurate data, every 6 minutes, the only good wind data in the County besides the offshore bouys.
