add option for ICAO flight rules for METAR interpretation

Hi,

When you search for and click on an airport that has METAR service it automatically shows you the current and past few METARs, which is really awesome and one reason I decided to subscribe to Windy.

Next to the METARs before you even open them is a tag showing the American version of the flight rules resulting from the METAR (IFR, MVFR or VFR). Even for non-US airports where MVFR doesn’t exist in a legal sense.

My request is that we have an option to switch this to ICAO flight rules, which is the global standard. (IFR or VFR)
