Can someone tell me if I select a location with a certain altitude, the weather forecast (Windy) gives it at ground level or the pressure must be selected (example 800hPA)?!?

Yes, even if your location is at higher altitude, you must consider the forecast at ground level. The weather model includes an orography model which enable it to predict the weather at your location altitude. But this orography model is very coarse and so, in mountainous area, it is better to use a high resolution weather model.
If you set the altitude slider at 800hPa you get the weather forecast in free atmosphere i.e. without the influence of ground. So winds would be stronger and temperatures without daily variation.
