<![CDATA[Question about snow accumulation forecast]]>Is the accumulation amount for the 3 hours ending at that time. ie: at 10:00, 9 cm is forecast to fall between 7:00 and 10:00?

PS: Finally occurred to me why the hours seem wonky until I factor in our time zone... (-5 UTC) as the 3 hour chunks are UTC 0:00 based.
