Use of API inside an iOS App

Hi there, before anything sorry if this does not go here but I don't know where to put it.
I know there are some TOS saying that you can't insert webviews using the API inside a native app unless it provides more information.
Who should I contact to explain the project to see if we are compliant with this requirement? (We don't know exactly the meaning of add more value)
Does this also apply if we use the www.windy.com directly without the API?Lots of thanks in advance!
