Windy doesn't send me a weather notification what I set by myself.

In Settings did you enable notifications ?
Then check you have only one parameter turn on for an alert at a location, for instance Wind and nothing else, all other turn off.
And save this setting (at bottom of the alert setting window). You should receive a notification when the wind speed at the chosen location reaches your setting.
Without more information about your issue, what can we say… -

I can't find notifications at all, even in Settings. Can you be more specific? I looked for Alerts too.
I found Notification Preferences, which turns them on and off, but doesn't choose a criterion. -

Windy send you a notification only in case you have set an alert and that the weather conditions meet the conditions of your alert. For example if you have set an alert at a location for wind exceeding 60km/h and if the ECMWF model forecasts a 70km/h wind, a notification will be shown on your smartphone.
First have you set an alert?
