What is the function of the map forecast weather. Nothing happens when I select that.

Forecasted weather is not a map.
Under each city, temperature forecasts are displayed by default regardless of the selected overlay.
When you tick Forecasted weather you get the local forecast under each city based on the overlay you select.
For example with the Wind layer and Forecasted weather you get wind forecasts for each city.
