Phantom radar precip cell

Windy weather radar display shows weak cell about 1 mile in diameter in Rhode Island that does not move or change shape over the last three hours I have been observing it. Weather around this cell for several miles is clear. The location on satellite image shows a small wind turbine farm. The cell is located at:
N 41deg 47min 33sec W 71deg 31min 57sec .

I will continue to monitor location with windy to see if it goes away.
