      At what elevation are the wind speeds being captured?

        @sflege Hello, what do you mean please? Weather stations capture wind speed at the level of elevation they are located.

          And at a location the wind speed should be measured 10 meters high above the ground, the same for the wind direction.
          Anemometer and vane are usually placed on a 10m mast.
