Drought data

Hi, I'm working for a data company in France which produce content for medias. We would like to work on the difficulties meet by the french farmers after the dry winter we had this year.
Would it be possible to have access at the raw drought data to produce our content ?

Actually, I want to compare the soil moisture data forecasted by windy with the actual ground stations that we have installed. The data given by actual ground stations is in volumetric content while the soil moisture data given by windy website is in %.
In order to compare, both should have the same unit type. In this case, how can we convert % data into volumetric content.
