Weatherradar without sound and vibration

Since the latest version and Android 12 on Oneplus Nord there's no more sound and vibration for lightnings.

@joly Hello, vibrations and sounds should be working in the mobile browser. In app they are still not available, we will add them back with upcoming version 36.
