Same Red Satellite Colours but Different Situations.

See the map below. I've circled two different dark red colour areas and both have 193K but one has rain and second has no rain. What is the reason?

Your first screenshot in Satellite view is not rain. It is the temperature at cloud tops expressed in Kelvin. In Settings you can change it for °C or °F. It gives an idea of the altitude of cloud tops using infrared sensors of satellites. The colder the tops are, the higher the clouds stand. When this temperature is very low (with dark red color) it probably means a risk of cumulonimbus which can give strong thunderstorms. But it is not sure at all. -
@idefix37 Thanks for reply idefix. But problem is that how we can assure it's raining here right now or might be raining in half hour or one hour etc...? Is here any tool in Windy which can tell the live rain too?

Yes there are the Weather radars, available only in some areas. A weather radar is available over your region. Does it provide a reliable information about rain?
