Icons in hour-by-hour summary (reporting clear) don't agree with cloud data (at least 30%)

I've noticed that the icons (clear, partly cloudy, cloudy) on the hour-by-hour summary don't agree with the data at my location. For example, at a given time the icon reports clear skies, while on the graphic display there are clouds throughout the area and the small flag at my location (Williston, VT) is reporting 30% clouds.

I have a screenshot of this, but I wasn't sure where to attach it.
