No there is no connection between these apps, only the name, which confuse some users unfortunately.

Yes, you can easily find it in the AppStore. Type Windy.com in the search bar and select the one with a red logo. Then you can subscribe for Premium which allow you to have a full access both with your Mac and with your iPad.
