How can we disable alerts for places on the far side of the world that have no relevance to us? For example, right now there's an "extreme warning" for a typhoon approaching South Korea.

If you want to be rid of these tropical cyclone alerts, in Settings you can untick Show 4 day weather at startup . But of course, the 4 day forecast summary at your location disappears at same time. Same for any news about Windy.
