Is it possible to have the option in the rain forecast to be displayed from inches to the % chance of rain? I am enjoying the app.

No, that is not possible because Windy uses only deterministic weather models. Probability is given by ensemble models that would make this app very heavy.
Windy prefers to show several models which enable you to get an idea about the chance of rain. At bottom of meteograms see Compare to get a multimodel panel:
