      I view two Windy's one the hurricane tracker and the
      other just regular windy app. They are like two different
      worlds. One shows a hurricane the other shows nothing
      there at all?

          Windy.app with a blue logo has nothing to do with Windy.com.
          In the app stores the app of Windy.com are:
          Windy for Android
          Windy for iOS
