A filter to see the local color of the sky.

I don’t know if it’s possible (if we have that technology), but I’d like a way to see what is my sky’s exact color, and compare it to other regions.
I know it’s blue, duh.. But I’ve noticed that in deserts or not near bodies of water, the sky is usually white pale blue., but when it’s wet and near bodies of water, it can be up to neon blue!
The measurement can be the color’s ID or something.
