Observed wind data, that you get from Reported wind layer, comes either from- Professional Weather Stations like WMO’s (wmo) and Airport (ad)
- Personal Weather Stations (pws) and (madis)
Height of the wind sensor must be 10m above ground level. But not sure that all Personal Weather Stations are respecting this height. This is why it is better to trust the professional ones.
