            Why bold the 1020hPa isobar?
The mean pressure is 1013hPa, and generally it is the 1014 or 1015 isobars which are indicated in bold on Surface weather maps.
That would be useful when displaying Isolines pressure and make them more readable.
Here is a weather map from DWD:

I would rather not see isobars bolded unless it's every 20 hPa (980, 1000, 1020, etc.), but personally I like it how it is and think that if you bold one specific isobar then you'll get people coming in asking for important isobars to them to also be bolded creating a big mess.

Is this way to stagger the isobars every 20hPa a standard in USA? Apparently not.

Your scale of isobars would not be a good solution on Windy maps as this app is able to zoom in down to low level and so with such a low isobar scale resolution the pressure gradient would often disappears.

@idefix37 No, it isn't normal here (or anywhere that I know of).
